This weekend there was a little discussion about this, so let me expand on in:

Berserk - usually used early in the fight to build up combo pts for a full savage roar (SR) and a full Rip. With a 3 min cool down can usually be used twice per boss fight.

CD timers to watch (untalented + no T7 bonuses):

Tigers Fury (TF) - 30 sec CD, but want to time it to land with an FB or Rip.
Rip - 12 sec duration - should be kept up 100% of the time really want a full 5 CP when ever possible.
Mangle - 12 sec duration - should be kept up 100% of the time as yields 30% increased damage to Rip, Rake and Shred.
Rake - 9 sec duration, again, should be up 100% of the time. VERY buffed from pre 3.0
SR - ESSENTIAL to keep up 100% of the time. Duration varies from 14 to 34 seconds depending on the number of CP.

Shred - best single no CP required attack if mangle is up, need to be behind the target.
Ferocious Bite (FB) - can crit for a TON, but burns energy and CPs - usually not in most rotaions for those reasons unless clear casting (cc) is up - but even then it costs CPs.

So essentially there are 3 actions that require CPs: SR, Rip and FB.

There are 5 CD's on the target that need to be watched - and refreshing them requires enough energy and in some cases CPs. There are two 'ordinary' CD's (TF and Berserk) - the only actions that DONT require energy!

Oh, and if talented (King of the Jungle - Gil does not have this) you need to watch the enrage CD of 1 min since then your TF returns 60 energy at once.

Feral kitties can do pretty good damage just running around spamming mangle - but to hit the 4k+ zone it takes a ton of practice and an add on I don't have (I need a control panel w/ all this info cleanly displayed - currently I have to watch the boss debuff bar for rip, rake and mangle (and my mangle can be overwritten by other bleed effects), my CD bar, energy bar, and CP display on boss ... all while staying out of bad things AND keeping in range of the boss mob <grin>).

I've not played an affliction lock in 3.1 but I would hazard that properly played a feral kitty is among the harder dps classes to play. I KNOW ret pallies, shammies, warriors, 'oomkin, Spriests all have it a TON easier!

A challenging spec to play, but FUN! One of these days I really do have to play with speccing full cat and going all out ... but that would mean re-enchanting a goodly bit of my tank gear :( Of course Gil also needs a dps ring, a dps cloak and a dps neck bit - all HIGHLY sought after by other melee types, so I usually pass on them.
